I authored the architecture connecting qualified identity, admission, delegation, use-time authority, mutation, settlement, typed outcomes, and reconciliation.
Issue #95028 maps twelve related authority defects into one architecture. PR #95101 carries the manifest schema, compiler, and conformance harness; issue #95750 defines the result semantics.
